
Members of the National Assembly have issued fresh demands to Education Cabinet Secretary, Amina Mohamed, amid a row over access to Ksh22.1 billion allocated in the country's sports kitty.
A report that was published in Parliament on Thursday, May 26, before the Budget and Appropriation Committee chaired by Kieni MP Kanini Kega, noted that the funds are surrounded by secrecy.
The committee established that the uncertainty of the funds has contributed to the stalling of over seven stadia that were set for refurbishment.
Its members also poked holes at how the funds are disbursed and allocated to different sports.
"The criteria, allocation, disbursement, and accountability of the Sports, Arts and Social Development Fund funds is unclear," the report read in part.
The legislators noted that Ksh15.8 billion and Ksh6.3 billion was allocated to the sports kitty in the financial year 2022/2023 to support programs under the Universal Health Care (UHC).
"There are a number of projects and interventions to support UHC funded by the sports fund. However these projects are not presented to the committee for scrutiny and the budgetary allocation from the fund is presented as a bloc figure," the report added.
In an ultimatum issued to Amina, the committee directed the board to table the list of the project to be funded by April 30 every year.
"To enhance Parliament’s role in oversight of the sports, Arts and social development fund, the sports fund oversight board should present a list of projects to be financed by the fund to the National Assembly for consideration by 30th April each year," Kega remarked.
The fate of Kenyan football has been hanging on the peg following the suspension which was upheld by FIFA. Kenya was suspended after the state was found guilty of interfering with the FKF.
To address the shortfalls in football, CS Amina appointed a caretaker committee led by former Judge Aaron Ringera which recently presented its report on how to address some of the challenges experienced in the football sector.
FIFA, however, declined to recognise the caretaker committee.
Despite FIFA world cup trophy touring the country, Kenya remains suspended until it abides by the rules and conditions set by the football governing body.
