The Ministry of Treasury released the 2023 Budget Policy Statement (BPS), which explained the government's plan to devolve sports.
In the statement, the government emphasised its focus to grow the sports industry in the country which will help provide employment to the youth.
“The Government will expand the National Youth Talent Academy to include all sports and simultaneously devolve it to the County level; introduce County Sports Talent Academy with the capacity to systematically identify promising sporting talent and provide necessary support through sponsorship to further their skills/talent,” part of the statement read.

It was also pointed out that the government would also establish and resource adequately a dedicated function within the Tourism Promotion Council to attract international sporting events.
Also announced was the plan to leverage the country’s international athletics brand to develop a domestic sports apparel manufacturing cluster.
On sports infrastructure development it was highlighted that the government would identify sustainable sources for sports funding and consider setting up a national lottery, tax incentives for corporate sponsorship, a dedicated or ring-fenced tax and Public-Private Partnership.
Highlighted in the reports was the ‘TalantaHela’ Plan, which the government will use to rebuild and monetise the sports and the creative industry.
Part of the plan is the collaboration between the National and County Governments to invest heavily in youth football.
Also confirmed was the arrangement to launch a Bottom-up football tournament contested by under 19 teams from the 47 counties.
