Rupia has been in tremendous form since the coming of former Tusker head coach Francis Baraza.
He joined the elite level of players to net a hat trick in the 2022/23 FKF PL season becoming the seventh to do so.
Tusker has now registered two defeats this season and dropped by a position to second.
Tusker head coach Robert Matano faulted his players for having a poor start in the game adding that his side allowed the Law Enforcers to control the game.
"We played poorly, especially in the first half. We tried to stage a comeback in the second half but unfortunately, the damage had already been done. The route to winning the title is never a smooth one. We have to keep our heads high and continue working," Matano stated.
